“It is possible to benefit from palm computers, mobile phones and tablet computers which are becoming more popular in the learning and teaching processes with the support of educational institutions".

The rapid development of mobile devices has become one of the preferred one of the communication tools by the society in terms of accessibility and transportation opportunities.

Becoming the popular of mobile devices has greatly contributed to the ease of access to the Internet.

This situation of mobile devices has started to take its place in the field of education and teaching as well as in all areas of life, and has provided access to individuals who are difficult to reach and access to educational contents from everywhere.

This situation has introduced many options such as mobile education, distance education and online education into our lives and contributed to the learning of individuals who want to learn.

It makes it possible for individuals to reach freely or end their education period in every moment of their lives regardless of time and place. 


It is possible to examine the mobile devices in the four main groups: Mobile phones, handhelds, tablet PCs, notebooks.

  1. SMARTPHONES - Nowadays various mobile education applications can be installed on the phones. In addition, social media environments that can also be used for educational purposes. Besides that, transportation is available via e-mail. The screen size is still small, the uses of wap access, sms and so on. are quite expensive; therefore, this situation becomes a problem.
  2. POCKET COMPUTERS - Nowadays, pocket computers are technologically close to personal computers and can even do many of the things they do. Even, some models can be used both as a computer and a mobile phone, thus providing access to information in any environment. Pocket computers are seen as an advantage for mobile learning because they have larger screens than mobile phones. However, it is not very common to use and people tend to buy laptops in general.
  3. TABLETS - They are heavier than pocket computer, but they are more convenient than pocket computers, considering the screen size but it is lighter than a laptop.
  4. NOTEBOOKS - Today laptops have more features than most desktop computers. “It is indisputable in mobile education as it is portable and provides the convenience of connecting to the internet almost everywhere with the extra tools installed but the weight and battery life of laptops is still a problem.”

Best Practice Examples from Turkey

There are many applications developed by the Ministry of National Education in our country in order to provide equal opportunities in education among students, to bring learning still more effectively and to provide access to educational tools independent of space and time. Especially, the most well-known ones are Fatih (Movement for Increasing Opportunities and Technology Improvement) Project and EBA (Education Information Network).


The FATIH in Education Project is initiated for the effective use of information technology tools in the learning and teaching process in order to ensure equal opportunities in education and training and to improve the technology in our schools. On the basis of these principles, the success factors are based on 5 basic principles:

Accessibility: Providing services independent of time and means from anywhere, anytime.

Efficiency: It can provide more focused work environments and development areas with a goal-oriented approach.

Equality (Equal Opportunity): To ensure that all shareholders have access to the best service.

Measurability: Ensuring that the process and results can be accurately measured in order to evaluate the development accurately and to give proper feedback accordingly .

Quality: Measurably improving the quality of all training. 



Interactive Board: 

As a result of the analysis and development studies, the definition of Green Board, Whiteboard, LED Display and Computer with the sliding whiteboard LED Screen and protects the computer from external factors and at the same time expanding the writing area of your own computer or an external computer with electronic content and media LED display are a device that we can do in the form of a training tool that interacts with the user where it can be run and all kinds of software can be run, so we call it Interactive Board.


Access to Infrastructure: 

Within the scope of FATİH Project in Education, access to the internet and the Ministry of Education(MEB) content services provides a healthy network infrastructure. As a result of the infrastructure works to be established in schools, secure and filtered access to e-content and internet will be provided in every classroom.


Teacher Training: 

Training activities are carried out with the aim of achieving gains in the use of the equipment installed within the scope of the project, information technology in education and the use of e-material in the teaching processes, with the priority of the schools where hardware is installed within the scope of FATİH Project. In this context, it is aimed to increase the knowledge and skills on technology-supported education and conscious use of technology by providing face-to-face and distance education to all teachers working in our schools.


EBA (Education Information Network): 

The Education Information Network (, which constitutes the content pillar of FATİH Project in Education, is an online social education platform run by the General Director of Innovation and Education Technologies. The purpose of this platform; at school, at home, in short, wherever needed, by using information technology tools to support the use of effective materials to ensure the integration of technology into education. “EBA continues to be created and developed to deliver reliable and accurate e-content for classroom levels.”



In the EBA environment provided by the Ministry of National Education, our students can watch, share videos, access to course content, access tests and questions, and feel the support of teachers outside of the school. Teachers can add course content, access a rich pool of questions, follow their students and track their progress, give homework or activity, participate in online courses, provide professional development, access to the necessary environments to create content, and include many more features to enable them to create their own interactive content.
